Flash flood swamps St. Charles apartment complex

ST. CHARLES (KPLR) – Flash flooding woes for a St. Charles apartment complex after four inches of rain inundated the area Wednesday night.

The Riverview Gardens complex sits on the far northern edge of the City of St. Charles along Highway 94. The torrential downpour pushed water out of nearby creeks and storm sewers – first flooding the parking lot and then quickly surging into the first floor units.

That’s where residents like Susan Sloan could do nothing but watch. She and her fiancé have lived in their first floor unit for about eight months. She says she knew this area had flooded in the past but never knew it could get this bad.

“It just started coming through the door and we just stood there and watched it fill-up,” she said. “All my summer clothes, winter clothes, comforter, TV, all my fiancé’s son’s toys, everything that was on the ground is shot.”

On the other side of the building, Monica Abbington had just laid her baby daughter down for bed when the water suddenly covered the floor.

She has family that lives upstairs so she snatched her daughter up and ran here to safety upstairs. By the time she made it back downstairs the water was too dangerous to go back inside.

“All this stuff got ruined. The bed got ruined. All these clothes. Just the important things you can’t replace,” Abbington said, fighting back tears.

Landlord Sheila Stumpf said the complex does have flood insurance, but it only covers the structure and clean-up – not the tenants. She said there are a couple of residents who do carry flood insurance of their own, but many do not. Those who do not, like Abbington and Sloan, are left to fend for themselves and hope for help from agencies like the American Red Cross.
