Registered St. Clair County sex offender sentenced for child pornography

EAST ST. LOUIS, IL (KPLR) – A registered sex offender was sentenced in federal court for distribution and receipt of child pornography, U.S. Attorney for the Southern District of Illinois Stephen Wigginton said Friday.

According to court documents, 41-year-old Ryan Richards will spend the next 25 years in federal prison, followed by a term of 10 years of supervised release. Richards pleaded guilty to the charges on January 14, 2015.

The crimes occurred from January 11, 2014 to March 5, 2014 in St. Clair County.

An investigator with the state attorney general’s task force for crimes against children successfully downloaded four images and a movie from a computer that was later linked to Richards. The movie in question depicted a nine-year-old girl engaged in sex acts with an adult man and a dog.

Task force authorities executed a search warrant at Richards’ home on March 5, 2014. He was caught downloading illicit material to his computer at the time. A full forensic analysis of his computer and other devices revealed Richards had a child pornography collection of 264,293 images and 1,821 movies.

Richards, a Lebanon, Illinois resident, already had two prior state convictions for sex offenses involving children.
