Police: Man arrested for choking, handcuffing woman to car

FOLEY, MO (KPLR) – A Foley man is behind bars after police say he choked a woman and handcuffed her to a car.

Tracy Lynn Muse, 32, is charged with Felony Domestic Assault and False Imprisonment. On Friday, the victim told police she and Muse were arguing in the car when Muse threw her cell phone out of the window.

Muse allegedly grabbed the woman by the throat and slammed her head into the console.  Authorities say he eventually handcuffed her to the steering wheel and took the keys and a starter fuse from the vehicle so she couldn’t leave.

A witness called 911 and Muse left in another vehicle.  He was arrested in Troy, Missouri later in the evening.

Muse is being held at the Lincoln County Jail on a $25,000 cash-only bond.
