CARBONDALE, IL. (KPLR) - A ban on bars being open on Halloween has been lifted in Carbondale. 

This year will be the first time in 12 years downtown bars will be allowed to open.

The Carbondale city council voted Tuesday night to lift its restrictions.

The original ordinance was put in place to cut down on vandalism and rioting.
