NORTH CHICAGO, Ill (WGN) – People in North Chicago say a police brochure on trial procedures is racially insensitive and outrageous.

Inside the brochure are pictures of a black man in handcuffs and another in a mug shot.

There are also characters from the Chappelle Show, as well as images of Lindsay Lohan, Casey Anthony, Tom Cruise and Judge Judy.

According to the town’s police chief, the brochure was created by an African-American lieutenant.

Critics say the brochure is part of a larger problem.

The police department has been facing a brutality scandal surrounding the beating death of Darrin Hanna.

Hanna’s death was recently reclassified as a homicide.
