Tropical Storm Debby Dumps On Florida

FLORIDA (CNN) - Gov. Scott declares a state of emergency in Florida in preparation of damage from Tropical Storm Debby.  The storm is located in the Gulf of Mexico and is dumping inches of rain on northern and central Florida, causing flooding in many parts of Florida.
