(KPLR) - For the most part, schools out for summer and with each passing school year, kids get one step closer to college.

Now, Missouri lawmakers are asking the governor to sign off on a state fund to help construction projects at public universities.  The proposed higher education capital fund would give matching state funds for capital improvement projects, but could not be used for athletic facilities.
