(KPLR) – St. Louis takes top honors as the best city for cheapskates. At first, it may not seem like an honor, but it’s nothing to be ashamed of.  Kiplinger.com came up with the list of the top ten cities by comparing a city’s cost of living to it’s average income level and the list of free or nearly free things to do.

St. Louisans earn roughly the same income as other Americans, but the cost of living is nine percent below the norm. Per capita, St. Louis has more libraries and museums than any other city. Springfield, Illinois also made it into the top ten.
