Reaction to the Turner v. Clayton Ruling

(KPLR) - A lawsuit is struck down that would have forced St. Louis City public schools to pay for their students to attend the Clayton School District.  The decision does not address the "student transfer law" but  points out that it's financially impossible to comply with that law. To force city schools to pay for something it can't fund violates Missouri's Hancock Amendment.
