(CNN) – Obamacare may not drive up health care costs as much as previously thought. New estimates from the congressional budget office and the joint committee on taxation show premiums aren’t expected to rise as much as previously predicted.

And the overall cost for implementing the law is expected to run about five-billion dollars less than expected.

But less money in penalties will be collected because the administration decided to delay the employer coverage mandate.
