Should an extra signal light be added to warn drivers of light change

(KPLR) – In Monday’s “The Way It Oughta Be”, making intersections a little bit safer.
I was driving through one of those red light communities when I slammed on the brakes as the light turned yellow.

I did not want to risk paying a red light camera ticket.

That made me think about a concept I've seen before.  Some people call them an hourglass traffic signal.

The idea is it gives you a warning when a light is about to change.

I don't know if they would be more of a help or a distraction, but I do know a lot of drivers would like the chance to find out.
