Officer Sentenced For Lying About Oral Sex

EAST ST. LOUIS, IL (KTVI) – Ramon Carpenter, 40 has been sentenced to two and a half years in prison for violating a victim’s civil rights.  He will also pay a $200 assessment, a $400 fine and serve two more years of supervised release.

Court evidence states that Carpenter and another officer pulled over a woman in a car at 2:45am on May 8th 2012.  The woman had a suspended licence, was uninsured, was driving under the influnce of alcohol and had an open container of alcohol. She was coming back to her home from buying some alcohol from a liquor store.  Officers asked her to get out of the car and frisked her.  Ramon  Carpenter did not just pat the woman down.  He groped her.  

According to a release from the U.S. Attorney of the Southern District of Illinois the woman was not arrested.  She was allowed to drive back to her apartment. The East St. Louis police officers followed her there and entered her home.  The officers found her four children ranging in age from 1-10 without supervision while she was out buying more booze.  The woman feared that the Department of Children and Family Services would be called about the situation.

Officer Carpenter then told the woman to get into his car. The two then drove to Jones Park where she performed oral sex on the officer. She was taken back to her home and no charges were pressed.

The driver went to the police station and complained about the incident the next day.  A federal criminal investigation was launched.  Agents interviewed Carpenter and he died recieving oral sex from the driver.

According to US Attorney Stephen Wiggington Carpenter’s conduct is a, “gross violation of the civil rights of the victim, and further served to undermine public confidence in an agency that is charged with ensuring the safety of the community,”
