Dozens rallied in Jefferson City Tuesday to fight for tougher protection at day cares. Advocates of two proposed bills named Sam Pratt's Law and Nathan's Law urged lawmakers to pass the legislation.  Each would increase penalties on providers that operate illegally and reduce the number of children any one caregiver is allowed.

Pratt died in 2009 at his baby sitters house.  She later confessed to hurting the baby which lead to his death.
